Re: Applicant

Coordination efforts with the Canadian government regarding the above referenced application reveal that harmful interference is anticipated (HIA). Therefore, we will not approve your application based on those Canadian objections.

Pursuant to International agreements, Canada objects to the use of the following requested frequency(ies) at the proposed location(s). The objection(s) from Canada are listed as follows:

Location No. Path No. Antenna No. Frequencies

To receive reconsideration, we must receive an amendment within 60 days. Listed below are alternatives you may consider to include if you choose to file an amendment:

For Microwave and Paging services, either a statement of non-interference is required from the Canadian interferee, identifying the U. S. and Canadian facilities involved, or justification for reconsideration of the application as
originally submitted.

For Microwave, Land Mobile, or Coast and Ground services, you may select another frequency. (Note: Industry Canada maintains a database on the Internet containing Canadian operations.)

For Paging, Microwave, Land Mobile, or Coast and Ground services, you may make other changes to your system (i.e., reductions in antenna height, Effective Radiated Power (ERP), operating area, and/or use of directional antennas) to protect the Canadian station.

For Land Mobile only below 470 MHZ, an engineering study may be provided which demonstrates non interference to Canadian operations mentioned above. The engineering study must show that signal strength not greater than -148 dBW in
the VHF or -146 dBW in the UHF band will be received by the Canadian Base or Mobile Stations. Canada has requested that any engineering study show worst case situation (i.e., location of the mobile units must be at the edge of its service
area). Applicants can request that Mobiles operating 5 watts or less not be sent to Canada for reconsideration but must accept operation on a secondary non interference basis to current and future Canadian operations.

For Paging only, amend the referenced application to eliminate the anticipated harmful electrical interference on each referenced frequency with the reliable service contour of the co-channel Canadian operations. The proposal must
demonstrate that the signal strength is no greater than -139.5 dBW within the reliable service contour of the co-channel Canadian operations and no greater than -109.5 dBW within the reliable service contour of the adjacent channel
Canadian operations.

The requested information must be supplied as an amendment to the application. If such an amendment is not received within 60 days of the date of this letter, the referenced application is subject to dismissal. Based on your amended
application, the Commission will determine whether your application will be resubmitted to Canada or returned for further clarifications.

... then you know that the best hope of convincing the Canadian government to still give you the channel(s) you've asked for is to submit the study they ask for in the  italics above. A download and search of the Canadian frequency database is also necessary.
